How to read these numbers
The registry figures count addresses delegated to organisations based in Japan. The network and city figures count the 203.5 millionIPv4 addresses that geolocate there, which is why the two totals differ. Large address blocks usually geolocate to the owner's headquarters or data centres, so a city's share reflects where networks are registered and hosted, not how many people are online there. Some big holders, such as government, university or corporate networks, are not consumer ISPs at all.
